How to Sell Software License Keys in WooCommerce (4 Plugins Compared)

Four real WooCommerce plugins for selling software license keys and serial codes, compared on price, setup, and honest tradeoffs.

If you sell software, plugins, online courses with an access code, or any digital product that needs a unique unlocking key, WooCommerce does not handle that out of the box. You need a plugin that generates the code, delivers it after checkout, and keeps track of who activated what. This post compares four real WooCommerce license key plugins: License Manager for WooCommerce, Serial Numbers, Digital License Manager, and Serial Codes Generator and Validator. Short version: License Manager for WooCommerce is the strongest general-purpose pick, Serial Numbers is built for a wider range of digital goods than just software, Digital License Manager suits an API-driven or SaaS setup, and Serial Codes Generator and Validator is the one to reach for if you want code-gated downloads without committing to a full license system.

Plugin Best for Price Last updated
License Manager for WooCommerce General-purpose license delivery with a customer dashboard and REST API Free, Pro from $129.99/year August 7, 2026
Serial Numbers Non-software digital goods: tickets, gift cards, assets, courses Free, Pro from $99/year October 20, 2026
Digital License Manager API-driven setups with strict stock-to-license sync Free, Pro from $75/year October 14, 2026
Serial Codes Generator and Validator Code-gated downloads with WooCommerce as an optional layer Free, Premium €49/year October 5, 2026

License Manager for WooCommerce

License Manager for WooCommerce is the most fully built-out option of the four. It generates license keys automatically when an order is placed, emails them to the customer, and stores every key encrypted in the database rather than as plain text. Buyers get a dedicated section inside WooCommerce My Account where they can see their keys, activate or deactivate them, and download a PDF license certificate. For developers wiring this into their own software, the plugin exposes REST API endpoints to validate, activate, and revoke licenses from outside WordPress entirely, which is the piece a lot of the smaller competitors in this space skip.

  • Requires: WordPress 4.7+, PHP 7.0+

Setup happens under License Manager → Settings in the WordPress admin, where you configure how keys are generated and assigned to products, then attach a key source (a bulk-imported list or an auto-generator) to each product you sell. The bulk importer is worth knowing about if you are migrating off a spreadsheet or another licensing system, since it lets you bring in thousands of existing keys instead of regenerating them.

The honest limitation is operational, not functional: the plugin creates two files in wp-content/uploads/lmfwc-files (defuse.txt and secret.txt) that hold the cryptographic secrets used to encrypt every key in your database. The plugin’s own documentation is blunt about this: lose those two files without a backup and every encrypted license key in your store is gone for good. That is a real backup-discipline requirement most store owners will not think about until it is too late.

Serial Numbers

Serial Numbers, listed on WordPress.org as the Ultimate License Manager for Selling, Licensing and Securely Delivering Digital Content, is built around a broader idea than pure software licensing. Its own description calls out digital assets, software, event tickets, gift cards, and even lottery or secret-number products as valid uses, and it includes a customer-facing activation log and a reports page, not just a flat list of codes. If your store sells a mix of digital products where only some are software, this plugin is built for that mix rather than treating it as an edge case.

It declares WooCommerce as a hard dependency (the plugin will not activate without it), which is a cleaner constraint than plugins that bolt WooCommerce support on as optional. Setup adds a Product Page Options panel directly on the product edit screen, where you assign a pool of keys, codes, or serials to that specific product; the admin can also view every activation with its IP address and user agent from the Activations Log screen, which is a genuinely useful anti-sharing signal most of the other plugins here do not surface as clearly.

The limitation is less about the plugin and more about scale: at 1,000 active installs it is the smallest of the four by a meaningful margin, and some of the deeper reporting and automation lives behind the Pro tier. For a store selling a handful of digital product types it is plenty; for a high-volume software vendor, License Manager for WooCommerce’s larger install base and REST API give it more of a track record to lean on.

Digital License Manager

Digital License Manager leans into the mechanics a developer actually cares about: Generators that define the format and pattern of the keys themselves, a separate Activations table for tracking usage, and stock synchronization that keeps a product’s WooCommerce stock count tied to how many unused licenses are actually left in the pool. It supports both simple and variable products, and it can deliver a key either from a pre-stocked pool or generate one on the fly at the moment of purchase, which matters if you want to keep your license inventory and your WooCommerce inventory numbers honest with each other automatically instead of reconciling them by hand.

Configuration lives under License Manager → Settings, same menu label as License Manager for WooCommerce, so do not confuse the two in a support ticket. From there you build a Generator first, then connect it to a product so new orders pull from that Generator’s rules; license keys are also added to the order confirmation email and the customer’s single-license page in My Account, with the option to manually resend a key if a customer’s email bounces.

The limitation here is one worth stating plainly rather than burying: version 2.0.4, released October 14, 2026, is a security release that patches a SQL injection vulnerability in license activation metadata. The developer fixed it fast and the changelog is upfront about it, which is the behavior you want from a plugin handling your license database, but it is still a reminder to keep this one on auto-update rather than letting it sit on an old version.

Serial Codes Generator and Validator

Serial Codes Generator and Validator takes a different architectural approach from the other three: WooCommerce is optional, not required. At its core it is a standalone code generator and validator, with a front-end shortcode your customers can use to check whether a code is genuine, and WooCommerce support is layered on top for stores that want a serial auto-assigned at purchase. That makes it a fit for sites that need serial validation for physical products, warranty cards, or software sold outside WooCommerce entirely, alongside whatever WooCommerce products they also happen to run.

Its most distinct feature is code-gated file delivery: you attach a downloadable file (software, a PDF, an ebook) to a code list, and the file is served from a protected folder with no public URL, re-validating the serial on every download request rather than handing out a static link. Setup is done under Settings → Serial Codes Validator, where you add or generate codes, organize them into lists, and optionally assign a list to a WooCommerce product; the validation form itself goes live on any page via the [sngmbhSerialcodesValidator] shortcode. It also ships a stolen-code registry, letting you flag a compromised serial so it fails validation for anyone who tries to reuse it.

The tradeoff for that flexibility is depth on the WooCommerce side specifically: because WooCommerce is an add-on rather than the plugin’s reason for existing, it does not have the dedicated My Account license dashboard, REST API, or stock-sync features the WooCommerce-first options above build around. If your entire business is software licensing through a WooCommerce store, one of the other three will fit more naturally.

How to Pick

  1. If you want the most complete, actively used option with a customer self-service dashboard and a REST API for your own apps to call: use License Manager for WooCommerce.
  2. If you sell a mix of digital goods beyond pure software, like tickets, gift cards, or digital assets, and want built-in activation logging: use Serial Numbers.
  3. If you are running an API-driven or SaaS-adjacent product and want license counts to stay in sync with WooCommerce stock automatically: use Digital License Manager, and update it promptly given its recent security patch.
  4. If you need code-gated downloads or serial validation outside WooCommerce as much as inside it, or you are not fully committed to WooCommerce as the backbone of license delivery: use Serial Codes Generator and Validator.
  5. If none of the four match a specific workflow you need, such as license checks against your own external billing system, that is usually a sign the job calls for a custom plugin instead of bending an off-the-shelf one.

All four plugins solve the same basic problem (generate a code, deliver it, track it) but differ in how far they go past that. If your store is built around WooCommerce development as a core sales channel for a software product, it is worth treating license delivery as seriously as checkout itself, since a broken key delivery flow is a refund request waiting to happen. This also comes up a lot for teams in SaaS selling self-hosted or on-premise versions of their product, where a WooCommerce storefront handles the sale but the license plugin is what actually gates access to the software afterward.

If you are building the plugin you are selling licenses for, rather than just the license delivery layer, our piece on turning a WordPress plugin idea into a sellable freemium product covers the other half of that equation.

FAQ

Do I need a paid plugin to sell license keys in WooCommerce?

No. All four plugins compared here have a free tier on WordPress.org that handles the core job: generating a key, attaching it to a product, and delivering it on purchase. The paid tiers add things like REST API access, bulk generators, multi-site licenses, and deeper reporting, which matter more as order volume grows.

Can I sell non-software digital goods with the same plugin?

Serial Numbers is explicitly built for this and lists event tickets, gift cards, and digital assets alongside software as supported use cases. License Manager for WooCommerce and Digital License Manager are framed more narrowly around software and SaaS licensing, though nothing technically stops you from using their key format for other codes.

What happens if I lose the encryption files these plugins generate?

For License Manager for WooCommerce specifically, losing the defuse.txt and secret.txt files in wp-content/uploads/lmfwc-files means every encrypted license key already in your database becomes permanently unreadable. Back those files up the same way you back up your database, not as an afterthought.

Do customers need an account to activate or check a license?

With License Manager for WooCommerce and Digital License Manager, customers view and manage their keys through the WooCommerce My Account page, which requires an account. Serial Codes Generator and Validator’s validation form works for anyone with the code, account or not, since it is a standalone shortcode rather than a My Account feature.

Will these work with WooCommerce Subscriptions for renewing licenses?

Not natively in any of the four. Each plugin delivers a key at the moment of purchase; none of them advertise built-in logic to automatically revoke or reissue a key when a WooCommerce Subscriptions renewal fails or lapses. Pairing license expiry to a subscription’s status is a common custom-development request for exactly this reason.
